In this new role as Global HR Advisor Policy and L&D, you are responsible for the design, development, implementation, and evaluation of training & development programs at SNV to enable staff and managers to (further) develop the skills, knowledge, and increase organizational performance. Besides, you are responsible SNV’s HR policies and procedures, aligned to the global HR strategy and based on best practices in the market. You work closely together with senior stakeholders, the Global HR director and other HR colleagues The Hague and in the country offices. You do this without losing sight of the mission of SNV and its projects; you make sure SNV can do what they do best; making a difference in the lives of people in poverty.

Your main responsibilities in this job will be:

  • Identify areas for policy development, propose and implement policy and procedure changes, align them with global HR strategy. 
  • Partner with senior stakeholders to identify wishes and needs concerning the Learning & Development program within the organization. 
  • Coordinate projects, manage relationships with key stakeholders and inform them regularly on progress and/or participate in projects and provide input in project based on own area of expertise, in line with project objectives and goals.
  • Actively building external and internal networks of training specialists, both on hard- and soft skills, to be able to quickly meet current and future L&D needs. You continuously invest in building and these relations through ongoing relationship management.
  • Design and implement frameworks or mechanisms to promote a culture of continuous learning and development.
  • Support in the design and development of quality (e)learning content.


  • Bachelor’s/ Master’s degree in a related field of studies.
  • Have a proven track record of 7+ years of combined General HR & Learning and Development, preferably a combination of a consulting company and a multinational (NGO) environment.
  • Extended experience in policy development and policy writing.
  • Proven ability to consistently and positively contribute in a high-paced, changing work environment.
  • A flexible team player who is self-directed, detail-oriented, contributing to building trust and creating collaborative working relationships.
  • Cross-cultural sensitivity and excellent communicator in multi-cultural settings.
  • Excellent English communication skills, including strong writing skills.  Advanced level of other languages such as Dutch, French, or Spanish is an advantage.
  • Experience with the Kaya Learning platform is an advantage.
